Suniya 360 Architects was responsible for leading the multiple programming sessions with the college stakeholders from Library services, Tutoring services, Help Desk Services, Distance Education & Faculty Media Learning Center, MESA, Honors, Thrive, and Cultural Student Services, to develop the Learning Commons Program for FPP submission. The introduction of some new programs since the IPP was first developed was challenging, nonetheless Suniya 360 was able to achieve consensus and assemble a detailed program for the JCAF31 that aligned with the approved IPP parameters, optimally balanced cap/load ratios, and met the state requirements for FPPs.

The selected site at the heart of the campus also had challenges with respect to maximum first floor footprint (restrained by major utilities running under adjacent pedestrian walkways) and the need for multiple departments to have first floor entries. Suniya 360 was able to create building and floor plan test fits that met the stakeholders needs and approval, while working within the site constraints and creating a site design that provided additional amenities like shade and exterior study/social spaces for the campus.
